Germany: The Hot New Destination for Foreign Workers

As of the end of 2023, a record 419,000 foreigners held temporary work licenses in Germany, solidifying the country’s position as a top destination for global talent. This represents a dramatic increase from 2007, when only 76,800 foreign workers were authorized to work in Germany.

Since 2010, the number of workers from outside the European Union (EU) has steadily risen, with a significant surge observed in 2022 and 2023, according to data from the German Federal Statistics Office, Destatis. This upward trend continued despite the challenges posed by the pandemic.

 

The Prominence of Skilled Workers and EU Blue Card Holders

A substantial share of international employees in Germany hold EU Blue Cards. By the end of 2023, over a quarter of all foreign workers—113,000 individuals—possessed an EU Blue Card. This permit is specifically designed for highly qualified non-EU workers with university degrees and job offers that meet minimum income thresholds.

The leading countries of origin for these Blue Card holders are Turkey, Russia, and India. Alongside Blue Card holders, Germany also issued a significant number of work permits to other skilled workers throughout 2023. By the year’s close, approximately 49,000 highly qualified individuals with college degrees had secured work permits. Additionally, the number of workers from the Western Balkans increased by 22%, with Kosovo contributing the largest share.

Germany: A Top Destination for International Labor

Germany continues to rank as one of the most popular countries for international workers, securing the fifth spot globally according to a recent study by The Network, Stepstone, and the Boston Consulting Group. Following the United States, the United Kingdom, Canada, and Australia, Germany stands out as the highest-ranked non-English-speaking country. Berlin, the nation’s capital, is the sixth most preferred city for foreign workers.

The study highlights that appealing job opportunities and a robust job market are key factors attracting international talent to Germany. While healthcare concerns were secondary for 74% of respondents, the high quality of jobs in Germany was the primary draw. Additionally, around 77% of workers expect their employers to assist with relocation, securing work permits, and navigating the immigration process.

The Introduction of the Opportunity Card for Skilled Workers

In June 2024, Germany launched a new “opportunity card” to facilitate the entry of skilled workers into the country. This card allows eligible job seekers to stay in Germany while continuing their job search, even without a firm job offer.

Candidates who meet the criteria for “skilled workers” or have recognized foreign qualifications are exempt from additional requirements. Other applicants must provide proof of at least two years of vocational training or a foreign university degree, along with basic proficiency in German or English at levels A1 or B2 CEFR.

Points are awarded based on language proficiency, age, work experience, and connections to Germany, among other factors. Candidates need at least six points to qualify for the opportunity card.

This card is valid for one year, during which cardholders can support themselves and work part-time for up to 20 hours per week. If the cardholder secures a qualifying job but cannot immediately obtain a new residence permit, the opportunity card can be extended for an additional two years.
